Overview:
Valley Water is a premier Water District in Santa Clara County; supplying wholesale water, providing flood protection, and serving as environmental stewards for clean, safe creeks and healthy ecosystems. Valley Water serves approximately two million people in 15 cities: Campbell, Cupertino, Gilroy, Los Altos, Milpitas, Monte Sereno, Morgan Hill, Mt. View, Palo Alto, San Jose, Santa Clara, Saratoga and Sunnyvale, and the towns of Los Altos Hills and Los Gatos, and manages 10 dams and surface water reservoirs, three water treatment plants, a state-of-the-art water quality laboratory, 277 acres of groundwater recharge ponds, and 275 miles of streams.
The 2 positions below are eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
Accountant I/II Position Code 026 : This position in the Accounts Payable Section is responsible for high-volume processing of invoices that references purchase orders, contracts and agreements that are critical in supporting the operation of the District.
Key Responsibilities include, but are not limited to:
- Reviewing purchase orders, contracts, and agreements to ensure compliance with District policies and procedures.
- Ensuring that vendor invoices are recorded accurately, charges are consistent with the contract terms and that deliverables were received prior to initiating payments.
- Verifying for proper account coding.
- Checking for availability of funds.
- Investigating and responding to inquiries from customers and vendors.
- Providing a backup/supporting role to the Senior Accountant to ensure that the operation of the section remains stable and that the weekly check processing is completed as scheduled.
- Providing technical assistance and training to co-workers.
- Preparing journal entries, accruals, and financial schedules.
- Responding to audit inquiries and assisting in the year-end close process.
Accountant I/II Position Code 313: This position will primarily be supporting the General Ledger and Payroll functions. The ideal candidate will be detail-oriented and able to prioritize tasks in a fast-paced environment with a goal of providing these services in an effective and efficient manner, and ensuring that the work is done accurately and timely.
Key Responsibilities include, but are not limited to:
- Process the daily cash receipts from water revenues; determine proper vendor and account coding; deposit checks received; audit, verify and approve the transactions in the cash interface file to be imported into the general ledger.
- Process and journalize the transactions for property taxes, COBRA payments, leave of absence payments, and other revenues.
- Process general invoices for retiree health insurance, property leases, and other revenue-related requests received from various departments.
- Process bank wire transfers of significant amount send to and received from the various fiscal agent bank accounts.
- Process retiree reimbursements and employee expense reimbursements for travel, mileage, professional licenses, and other claims using the Infor Expense Management module; ensure that reimbursement requests are in compliance with District policy.
- Manage the configuration of the Infor Expense module to accommodate new reimbursement programs as promoted by the District.
- Participate in the month-end and year-end close process; prepare year-end accruals, financial reports, financial notes disclosures, and audit work schedules as requested by auditors.
- Process journal entries relating to the bi-weekly payroll, cost allocation process, and reclasses received from other departments.
- Participate in the bi-weekly payroll process.
- Perform PERS interface and reconciliation.
- Process payroll garnishment.
- Providing a backup/supporting role to the Senior Accountant.
- Respond to customer inquiries.
- Provide technical assistance and training to co-workers on financial accounting matters related to your area of responsibility.

Ideal Experience:
Accountant I: One (1) year of professional accounting experience.
Accountant II: Four (4) years of increasingly responsible professional accounting experience.
Ideal Skills and Abilities:
- Knowledge of the full range of professional accounting functions including payroll, accounts payable and general ledger.
- Strong technical skills needed to provide user support and administer financial and payroll systems.
- Ability to prepare a variety of clear and concise financial summaries and accounting reports.
- Proficiency with database queries and manipulating huge amounts of data using MS Excel.
- Possess excellent communication and interpersonal skills with a customer service focus.
- Ability to meet assigned deadlines.
- Ability to act and operate independently with minimal supervision
- Highly detail-oriented and organized.
- Accurately tabulate, record, and balance assigned transactions.
- Audit, reconcile, and balance assigned accounts.
- Identify and correct accounting errors.
- Maintain a variety of financial records and files.
- Communicate clearly and concisely, both verbally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Learn new tasks and be a team player with the willingness to fill the gaps when needed.
Ideal Knowledge:
- High-volume processing using an enterprise financial system such as Infor, Peoplesoft, Oracle or SAP.
- Accounts Payable, General Ledger and Payroll principles and reconciliation process.
- Methods and techniques of governmental accounting and financial management.
- Principles and practices of financial analysis and auditing.
Ideal Training and Education:
Bachelor's degree in accounting, finance, public administration or business from an accredited college or university. Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.
Required License or Certificate
