Departmental Overview
The UC Berkeley Labor Center conducts research and education on issues related to labor and employment. The Labor Center's curricula and leadership training serve to educate a diverse new generation of labor leaders. The Labor Center carries out policy relevant research on topics such as job quality and workforce development, and works with unions, policymakers and other stakeholders to develop innovative policy perspectives and programs. The Labor Center provides an important source of research and information on unions and the changing workforce for students, scholars, policymakers and the public. Responsibilities
The UC Berkeley Labor Center is seeking a Financial Analyst to prepare project, program, and organizational budgets as well as analyze, monitor, and reconcile financial activity. This includes multi-year forecasting, tracking income and expenses, and resource planning. The incumbent will also manage extramural funds including sponsored projects awards and fee-for-service contracts in coordination with relevant UC partners (Vice Chancellor's Research Office, Sponsored Projects Office, SHARE Regional Research Administration, Human Resources, and Business Contracts and Brand Protection).
- In partnership with program directors, Chair, and Deputy Chair, develops/forecasts and monitors project, grant, program, and organizational budgets in the Institute for Research on Labor and Employment's (IRLE) Oracle budget and planning system.
- Responsibilities around external funding include: 1) Business/fee-for-services contracts: working with program directors/PIs to develop contract/proposals and with UC partners to process and execute the agreement, track expenditures and revenue, and prepare and submit invoices to customer; 2) Sponsored projects contract and grant awards: develop proposal budgets and collaborate with UC partners to project and track expenditures, prepare sponsor-required reports, revise budgets as needed/allowable, determine need and spending plans for no-cost extensions, and reconciling final expenditures and closing funds.
- Responsible for analyzing and forecasting multi-year project, grant, program, and organizational budgets; analyzing the use of restricted and non-restricted funds; communicating and coordinating monthly, quarterly, annual, and ad-hoc financial reviews with department Chair and Deputy Chair, directors/managers and/or staff, and IRLE financial managers; and for meeting all IRLE and campus fiscal close procedures and deadlines. Updates and maintains Labor Center Chart of Accounts roster.
- Establishes, monitors, and updates Labor Center academic and staff personnel funding distributions (Funding Entries) in UCPath in collaboration with relevant UC Partners for recruitments and existing personnel. This includes projecting and balancing often complex mixes of campus, legislative, gift, and/or extramural funding for individuals or teams using IRLE's Oracle budget and planning system. Performs or coordinates UCPath payroll transfers (Direct Retros). Prepares requests for financial journal transactions for UC Partners.
- Performs complex financial or resource research and studies for both internal department and external campus constituents. Examples include generating, modifying, and conceiving of new financial or other resource reports, analyzing and forecasting budgets, gifts, endowments, or user fees, and making recommendations for maximizing financial or other resource outcomes.
- Responsible for distributing monthly actuals and projection reports to unit directors/managers; performing monthly/quarterly key controls review; multi-year budget forecasting that complies with division and campus systems; processing financial transactions that comply with campus, university, and external policies and procedures.
- In collaboration with the Chair and Deputy Chair, coordinates and implements unit budget allocations. Applies professional concepts to perform highly complex analysis to understand past performance and possible trends for future performance and/or resource allocations.
Required Qualifications
Understands basic accounting procedures like journal entry creation (including preparation of supporting documentation) and review and running basic reports
Able to interpret and apply internal and external policies and regulations; Knowledge of GAAP
Understands basic budgeting and planning concepts (trends and Capital and Operational Budgets)
Understands the components and interdependencies of financial statements/reports including basic statistical relationships; examples include financial statement ratios, Key Performance Indicators (KPIs) and Compounded Annual Growth Rate (CAGR)
Advanced proficiency in business applications, such as Microsoft Office suite, especially Excel (such as pivots, lookups, nested formulas)
Advanced proficiency with cross-functional enterprise financial systems and interdependencies
Advanced proficiency with query and reporting tools
Intermediate knowledge of software features such as Smartview
Intermediate to advanced knowledge of presentation and project management software or tools
Understand, apply and ensure compliance with internal policies and external regulations
Ability to design and perform ad-hoc analyses, incorporating checks and balances to ensure data integrity
Ability to construct and assemble data for budgeting, forecasting and decision making
Ability to identify and resolve complex issues that may span multiple areas/programs
Ability to develop reports and presentations of complex financial data and metrics for management and develop conclusions, and present high-level summary of recommendations
Understands the needs of the client; maintains positive, long-term working relationships with customers; addresses customer problems in a professional manner; personally follows through to ensure issues are resolved to meet the client's expectations

Bachelors degree in accounting, business, economics or related field and/or minimum of 2 years financial related experience in a multidivisional organization or similar combination of work and experience
Salary & Benefits
