The Clean Water Services Digital Solutions Department is excited to be searching for an Information Technology Applications Manager. This position is a key leader in the Digital Solutions Department; and is responsible for the management, supervision, planning, implementation and maintenance of the District's business enterprise systems and applications.

Essential Functions:
(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. The District may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)
- Oversee the development, modification, implementation, and scheduling of business priorities, goals, and objectives as they relate to planning, development, design, testing, implementation and maintenance of the District's applications and systems to improve business function.
- Prioritize, plan, and track resources needed for the business unit's priorities; ensure needed tools and resources are available to accomplish work plans; monitor applications expenditures and operational accomplishments; propose and implement process improvements to increase business efficiency and effectiveness. Direct the planning and decision-making processes regarding the delivery of information services to users; consult with users/departments on software application needs; and plan and coordinate analysis and design activities for users.
- Direct, manage, supervise, schedule, and coordinate the work of staff responsible for the District's operational applications and technology to meet the District's strategic initiatives. Oversee staff development and performance including selection and training; preparation of performance appraisals and development or improvement plans; resolve complaints and grievances; and implement disciplinary actions.
- Collaborate to develop plans and assign resources to projects as needed in order to operationalize initiatives which align to current and future District's goals.
- Participate in preparation, development, and administration of the Digital Solutions program budget to ensure needed staffing, equipment, and other resources are available for efficient and cost-effective performance.
- Work with Digital Solutions leadership team to research and recommend implementation of technological strategic solutions in alignment with the District's strategic initiatives. Provide strategic direction and oversight for the full life cycle of design, development, operation and support of application systems; advise and provide recommendations for emerging technologies needed to successfully deliver the overall IT strategy.
- Support evaluation, testing and validation of innovative technologies to help the District achieve its business goals. Create business case analyses as needed.
- Oversee continual improvements in data analytics and platform integration, reporting automation, to support business users and District's Programs.
- Lead system integration and optimization of multiple applications utilizing operational technologies and information technology.
- Consult with Business Departments and leadership regarding system needs and information management opportunities, direct analysis of requirements and recommend new systems, prepare systems work plans; and define scope of systems to be developed; identify best options to address applications needs considering opportunities and risks of purchasing or developing, implementing on-site, or in the cloud.
- Lead and participate in District-wide IT related groups and committees, such as Application Administrators group and Cybersecurity group; drive the development of enterprise technology standards, governance processes and performance metrics.
- Research, mediate, advise, and resolve technical, sensitive, and/or controversial issues and concerns for internal and external customers. Negotiate with contractors, vendors, and consultants regarding the scope and cost of services, administer contracts, and manage work performed under contract.
- Develop and implement policies and procedures; facilitate strategies that leverage value of existing business systems and promote the use of information systems as broadly as possible within the District; directly participate and contribute to strategic planning efforts; research and coordinate the selection of application system software and associated requirements.
- Develop integrated data model and visualization platform to ensure data and information can be shared across the District.
Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required knowledges, skills, and abilities is qualifying. A typical way to obtain the KSAs would be:
5+ years of supervisor or managerial experience;
5+ years of experience in Information Technology systems that included project management, complex application administration, software development, and contact with customers/users;
College level courses in information technology, computer science, software engineering or a related field. Bachelor's degree preferred.
Certification and Licensure:
Upon selection, candidate must possess and maintain a valid State issued driver's license.
