Sustainable, Transformative, Accessible, WASH Innovations (STAWI) project aims to build resilience and expand economic opportunities in Kenya ASAL counties through better management of water resources, expansion of water and sanitation services and improved use of water for domestic and productive purposes. The goal of the project is to 1) Improve governance of water resources and water services, 2) Increase sustainability of water services delivery, 3) Improve management and efficiency of water use for productive purposes, and 4) Change behaviors related to water use, sanitation, and hygiene.
Job Summary:
You will strengthen Collaborating, Learning and Adapting (CLA) and Monitoring, Evaluation and Learning (MEL) practices across the USAID STAWI project by leading the design and implementation of the program CLA framework, including the MEL Plan. You will utilize innovative approaches to CLA, as well as analysis of data collected for assessment of progress and areas of improvement and overall data management. You will guide reporting processes, consolidate program reports, and promote learning and knowledge sharing of best practices and lessons learned. You will support all the technical staff in CLA and MEL functions and manage CLA and MEL related staff in the program. Your management skills and knowledge will ensure CLA, and MEL practices are applied across the project activities to adaptively deliver high quality programming and continuously improve programming impact.
Roles and Key Responsibilities:
Provide management, technical oversight, and capacity building for CLA and MEL throughout the project cycle to ensure design, start-up, implementation, and close-out are in line with CRS quality principles and standards, MEAL policies, procedures, and practices, USAID CLA and MEL guidelines, industry best practices, and donor requirements.
Manage and provide technical oversight for the development and implementation of high-quality MEL systems, processes, and tools, including data quality assurance and assessments, ICT4MEAL and the application of responsible data principles as per agency and donor requirements.
Lead the design and implementation of the project CLA framework, inclusive of the MEL Plan, ensuring MEL methodologies and data management systems and processes are appropriate, practical, and appropriate for Collaboration, Learning, and Adaptation.
Lead the development of and oversee effective implementation of beneficiary accountability/feedback complaints and response mechanisms, ensuring beneficiary feedback is documented, acted upon, analyzed, and used to inform project decisions.
Lead the development and implementation of the project learning agenda and knowledge management and adaptive management strategies, to ensure systematic generation, synthesis, documentation, dissemination, and application of promising practices, lessons learned, recommendations and other results across project activities to improve program quality.
Leverage lessons learned, best practices, project data, evaluations, and other information to generate audience-specific communication products, including progress reports, publications, learning briefs, photos, videos, case studies and success stories, to be disseminated to the donor and other key stakeholders through meetings, conferences, field exchange visits, social media, emails, and other online forums.
Facilitate regular (e.g., annual) review, testing, and refinement (if required) of the project theory of change and logical framework to ensure that evidence, learning, and contextual changes are incorporated into project planning and implementation.
Design and provide guidance to technical staff on reporting processes and requirements, consolidate and quality assure program reports, ensuring their focus on thoughtful results reporting against the project's TOC and lesson learning.
Organize active and intentional periodic, internal, and external, knowledge exchange, learning and reflection events (including quarterly and evaluation reflection events, after action reviews and learning-to-action discussions) to ensure full-STAWI team commitment to systematic analysis and application of learning and evidence to project implementation decision-making.
Promote and help ensure project participation in internal and external collaboration events and communities of practices to keep abreast of relevant new developments, improve peer-to-peer learning, knowledge sharing and application.
Recruit, manage, and supervise the CLA and MEL team, as well as external evaluators or research partners, to ensure high quality data collection, management, and use in routine monitoring, evaluations, assessments, and studies.
Oversee CLA and MEL related technical assistance and capacity strengthening for staff and partner organizations to enhance program quality and impact. Optimize partner participation and capacity development in the implementation of CLA and MEL systems.
Work closely with Senior Management to foster a culture of collaboration, coordination, and CLA with key stakeholders: the project team, county governments, development partners, communities, NGOs, and private sector actors engaged in WASH security.
Oversee timely and appropriate project CLA and MEL expenditures in line with financial plans and efficient use and stewardship of project resources.

Preferred Qualifications
Experience implementing and managing CLA and/or MEL systems in USAID contract mechanisms.
Strong quantitative and qualitative data analysis experience, with proven ability to use data collection, analysis, and visualization software (e.g., Commcare, ODK, SPSS, STATA, Zoho reports, PowerBi)
Demonstrated strategic communications expertise, including generating communication and learning products such as publications, reports, learning briefs, case studies and success stories, and organizing learning events for diverse audiences.
Required Languages - Professional level of oral and written fluency in English
Travel - Must be willing and able to travel up to 50% as needed.
Supervisory Responsibilities: M&E Manager, Communications and Outreach Officer

Qualifications
Basic Qualifications:
Master's Degree in relevant discipline such as Mathematics, Statistics, Informatics, Adult Learning, International Development, Knowledge Management, Organizational Learning, Organizational Development, or Monitoring and Evaluation.
At least ten years of experience implementing learning, monitoring and/or evaluating activities for complex programs in developing countries.
Demonstrated experience in developing, implementing, and managing CLA and/or MEL systems in WASH projects.
Experience leading CLA and/or MEL for moderately complex project funded by large donors such as USAID.
Experience in principles and current approaches to MEL including data quality assurance, data utilization, data protection, gender integration, learning agenda, knowledge management, and adaptive management.
Experience in establishing, maintaining, and using MEL systems (including developing theories of change, results frameworks, logic models, MEL plans, learning and accountability plans).
Demonstrated ability to write high quality technical proposals.
Experience in facilitating meetings and events (both online and in-person), with a range of internal and external stakeholders that result in collaborative decision-making and agreed upon action items/ priorities.
Demonstrated leadership, technical and management expertise, recruitment and supervisory experience and abilities that are conducive to a learning environment.
Experience engaging with and building the capacity of staff and partner organizations on CLA and MEL.
Experience fostering partnerships and creating a conducive environment for learning with different stakeholders at various levels including local community members, national and county government staff, private sector, NGO partners, international donor agencies and other stakeholders.
Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint, Outlook), web conferencing applications, and information management systems.
