PROGRAM OFFICER, MEDICAL LABORATORY SERVICES JG CPSB 09 (1 POST) REF/MCPSB/338/2022 CONTRACT

LOCATION: Migori County

Job summary

The overall function of this position is to provide oversite and technical assistance in the planning, implementation, monitoring and evaluation of efficient HIV related laboratory services including ensuring commodity security, timely access to testing and results, development, and implementation of SOPS, enhancing high quality laboratory diagnostic services and ensuring biosafety as well as biosecurity.

Roles and responsibilities

i. Organize and oversee effective and efficient implementation of laboratory services in all relevant
service delivery points and supported health facilities as per MoH and PEPFAR policy guidelines.

ii. Support and strengthen implementation and monitoring of activities supported by both laboratory
and clinical teams (Clinical laboratory interface and collaboration).

iii. Provide supportive supervision, technical assistance and capacity building support to facility
laboratory personnel for expansion of quality laboratory services especially improved access to
laboratory diagnosis and monitoring through HIV testing, Viral Load testing, CD4 testing, Early
Infant Diagnosis and Gene Expert TB testing to support provision of quality integrated HIV services
at health facilities in liaison with CMLTs.

iv. Provide oversight, technical assistance, diagnostic and capacity building to establish, strengthen and
expand efficient laboratory network between facilities, sub-counties with testing laboratory in
collaboration with project program officers and CHMTs.

v. Support capacity building and technical assistance to project program officers and facility laboratory personnel on reagent/commodity forecasting, quantification, procurement, and consumption
reporting in liaison with CMLTs and the national supply chain mechanisms.

vi. Work in close collaboration with the Monitoring and Evaluation Advisor to strengthen Laboratory
Health Management Information Systems for commodity and laboratory program indicators
reporting at facility, sub-county, and county levels.

vii. Institutionalize quality monitoring and management interventions through implementation of internal
and external quality assurance strategies such as proficiency testing, RTCQI.

viii. Support accurate documentation, data collection, collation, review, and accurate reporting on a daily, weekly, monthly, and quarterly.

ix. Support and ensure that biosafety standards are adhered in all service delivery points at all times.

x. Evaluate outcomes of laboratory services and share recommendations for program improvement.

xi. Timely preparation and submission of activity budgets, work plans, reports, and other technical papers.

Required qualifications

i. A bachelor's degree in Medical laboratory Sciences, or any other equivalent qualifications
recognized by the Kenya Medical Laboratory technicians and technologist Board [KMLTTB].

ii. Active/ current registration with professional body.

iii. Training in biosafety/ biosecurity and laboratory quality management systems will be an added
advantage.

iv. Very good knowledge of HIV quality assurance activities/ programs.

v. At least three (3) years' experience in providing and/or overseeing laboratory services at facility and
County/Sub-County Level will be an added advantage.

vi. Good report writing skills and ability to use data to inform programming.

vii. Good communication skills, written and verbal, in English and Kiswahili languages.

viii. Proficiency in Microsoft office application including Word, Excel, Power
Point
