Job Description: Reporting to the Head of Research, Monitoring, Evaluation and Learning (R-MEAL), you support CFK Africa's culture and practice of reliable planning, monitoring, evaluation, accountability, and reporting. You will develop, update, and coordinate the implementation of MEAL activities and events within the CFK Africa Programme regions and the National office, building the capacity of CFK Africa staff, partners in MEAL, and promoting MEAL knowledge transfer internally and externally. You will ensure that MEAL systems, strategies, policies, frames, and capacity building effectively serve CFK Africa, partners in the country while adhering to CFK Africa guidelines and policies.

Qualification:

Bachelor's degree in Statistics, Economics, Monitoring & Evaluation, Demography, Population Studies.
Masters in relevant fields desirable.

Experience, Skills and Competence:

At least 5 years' direct experience of improving effectiveness of development programs and demonstrating tangible outcomes of large-scale projects.
A degree in biomedical engineering for health facility quality management will be desirable

Sound understanding of project cycle management.

Strong technical competence and experience in development of MEAL systems and strategies, qualitative and quantitative M & E methods, data processing analysis, reporting and understanding of contemporary trends and debates in the field of innovative M & E.

Practical experience of mainstreaming gender in development, advocacy or humanitarian work

Experience of knowledge management frameworks

Proven experience of upward and downward accountability approaches and mechanisms

Systematic and organised in approach, with ability to work on own initiative including accuracy, consistency, attention to detail, tenacity and the ability to work under pressure

Ability to work in a fast paced ever changing context across a broad range of functions

Proven experience in participatory MEAL practices

Proven ability to advise, train and coach others on MEAL

Demonstrable ability to think creatively and practically to improve Monitoring, Evaluation, Accountability and Learning
.
Demonstrated experience of statistical packages and/ or data analysis software (e.g. SPSS, Excel, Envivo and R) and advanced computer skills (word-processing, spread sheets, and databases) are a must; must be able to work with ODK/KOBO, quatrix and redcap.
