Médecins Sans Frontières/Doctors Without Borders (MSF) is an independent international medical humanitarian organization providing assistance to people affected by armed conflicts, epidemics, natural or non-natural disasters or persons excluded from access to health care. The organisation has health projects in more than 70 countries.
The selected candidate will be reporting to the Project Medical Referent
Main Purpose
Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population
Accountabilities
Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients' health conditions.
Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
Checking all administrative procedures related to patients' follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to MSF procedures.
Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replaces a doctor, if necessary
Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).
MSF Section/Context Specific Accountabilities
Work in close collaboration with the PMR and assist in task sharing.
Responsible for compiling all medical reports (Sitrep, Quarterly report, annual report) and share to the PMR on deadline.
Representing the project at meetings with partners or MOH and share the report with the PMR.
In collaboration with the HD/ MAM and the nursing director ensures that admission and discharge criteria are followed and respected.
Participate in CME/morbidity/mortality meetings and case reviews every week with the medical team
Takes part of the Eprep: Alert PMR in case of any outbreak potential disease and takes appropriate measures following recommendations of the PMR
Contribute to training with regards to medical project staff
If necessary, ensure the gap filling of clinical officer for a maximum of one week while waiting for replacement.
Replace PMR in her absence.
In collaboration with Project Medical Referent (PMR):
Participate and contribute to the development and discussion of the yearly/multiyear plan of action for the project
To monitor the health needs in and outside of the different projects if needed.
Give support to the hospital director and MAM for monitoring the proper functioning of a medical activity at project level according to MSF protocols, standards and procedures.
Participate in updating the MCP document with all departments.
Ensure that all activities planned in 2022 are implemented according to the timetable.
To monitor and supervise the implementation of the medical activities of the projects
Participate in the maintenance of emergency preparedness plans
Participate in project planning, proposal writing, and project reporting
Assist in identification of HRM needs
Maintain contact with the HOM and health partners,
Review, analyse and provide feedback/ recommendations to the medical teams on the monthly Sitrep.
To do assessments, outbreak investigations and emergency response interventions
Requirements
Education
Medical doctor or paramedical degree. Desirable specialization or training in Tropical Medicine or related studies
Experience
Essential, working experience of at least two years in related jobs and of at least 2 year with MSF as an activity manager
Language
Essential mission language (English), local language desirable (Kiswahili/Somali)
Knowledge
Essential computer literacy (word, excel and internet)
