Kenya National Trading Corporation (KNTC) is a State Corporation in the Ministry of Agriculture, Livestock, Fisheries & Cooperatives with a mandate to provide Procurement agency services to the Government, promote wholesale and retail trade through distribution of essential commodities within the country with flagship products including Fertilizers, Rice, Assorted Farm implements, Assorted Hardware among other general supplies. KNTC also provides Warehousing space and services to the general public besides supporting local SME's through finding local and export markets for their products.

Job Profile:
The incumbent shall head the Supply Chain Division and provide supply chain management, procurement and disposal services in line with Public Procurement & Disposal Act.
Job Specification
The duties and responsibilities of the officer will entail:
(i) Developing and coordinating the preparation of annual procurement and disposal plans and their implementation;
(ii) Coordinating procurement and disposal activities in the Corporation;
(iii) Prepare contract documents for goods, works and services;
(iv) Custodian of contract documents;
(v) Liaising with the user department to ensure effective implementation of contracts for goods, works and services;
(vi) Providing secretariat to committees incidental to procurement of goods and services, and disposal of assets;
(vii) Coordinating disposal of assets activities;
(viii) Providing professional advice on procurement of goods, works and services and disposal of assets;
(ix) Preparing statutory reports to PPRA;
(x) Interpret and implement the Public Procurement and Disposal Act 2015 and its regulations and other statutes, policies, rules and regulation that may impact on the Supply Chain Management;
(xi) Source for suppliers and Procure goods for trade and for administrative use
(xii) Asset disposal
(xiii) Advise the Accounting officer on public procurement and asset disposal matters
(xiv) Provide Logistics services
(xv) Develop and implement procurement and disposal plans
(xvi) Develop and implement procurement strategies and internal procedures.
(xvii) Collaborate with channel partners, such as suppliers, intermediaries, third-party service providers, and internal customers.
(xviii) Undertake market survey
(xix) Reviewing procurement needs of the Corporation;
(xx) Ensuring that staff performance appraisal is conducted; and
(xxi) Preparing and implementing the corruption prevention plan and strategies.
Person Specification
For appointment to this grade, an officer must:
(i) Have at least ten (10) years relevant work experience five (5) of which should have been in a management position;
(ii) Bachelors degree in any of the following disciplines: Procurement, Purchasing, logistics, Business Administration, Commerce, Economics, Finance, Law, Education or its equivalent qualification from a recognized institution;
(iii) Have Masters Degree in Supply Chain Management, Logistics or equivalent qualification from a recognized institution;
(iv) Have Diploma in Supplies Management or its equivalent qualification from a recognized institution;
(v) Be a member of a professional body either KISM or CIPS in good standing;
(vi) Have a certificate in Management Course lasting not less than four (4) weeks from a recognized institution;
(vii) Be proficient in Computer applications;
(viii) Have demonstrated professional competence and ability as reflected in work performance and results; and
(ix) Fulfill the requirements of Chapter Six (6) of the Constitution.

In addition an officer must have:
(i) Strategic thinking;
(ii) Strong communication and reporting skills;
(iii) Strong managerial skills and ability to lead teams;
(iv) Mentoring, coaching and leadership skills;
(v) Interpersonal and negotiation skills; and
(vi) Ethical.
